Currently when you create and save video templates to your library, they are only accessible by the store/rooftop they were created under. The same library should be available across all stores/rooftops. Having to create templates for every store/rooftop is a waste of time and resources. I like I'm sure many others, work customers at multiple locations and my customers know where my home store is. So, if the reasoning is branding related to personal videos from a specific store, then the customers already know where our offices are and understand we are working them at another store. Yes, we can still create personalized videos for all stores but some situations a template is sufficient and much faster.
