Up for Grabs doesn't remove all users on the deal

Can we please fix the "up for grabs" distribution feature to ensure it only affects the user type it's trying to fill??? If a previously delivered customer puts in a new internet lead, fits within the retention rules, salesperson retained, but my business rules were set to assign a BDC in "up for grabs" fashion WHY does it remove all users and leave the deal sitting there unassigned?? If the business rule is telling it to assign BDC and there's no Ignore filters, I can't understand why having a salesperson assigned should interfere in any way. Support tells me switching to "Round Robin" would help but that would not work with our team's work schedule.

Noticed lately that this also applies to other distribution types as well. I have a customer that worked with another salesperson previously. Assign BDC rule with round robin distribution was skipped because salesperson was assigned. Yet it removed the salesperson. Lead got left with no users and no tasks scheduled.
