Lockout Timer on clocking in

When a Lead comes in it goes into a salespersons name. From there if not answered in 10 minutes it goes up for grabs to everyone else.
Directly after the salesperson is able to clock back in without any time penalty.
Is there a way we can add a clock back in time restriction so if a lead is "Dodged" or skipped intentionally we can stop them from clocking back in for a certain time period to hopefully deter this behavior.
