Lockout texting for one user at a time

Only allow one user to text a customer at a time. If a manager is responding for a sales person, it should not allow both to be in the text box at the same time. Often we send messages from different people at the same time and look foolish.

- Are there specific scenarios where multiple users should be allowed to text the same customer simultaneously?
- What should happen if a user tries to send a message while another user is already in the text box?
