Lead rotate AH leads 30 min after open

I would like to be able to have the system rotate leads based on the 30 min rule after we open. Example a lead comes in at 11:00 pm on Monday, gets assigned to Bob for Tuesday AM 9:00 when we open, at 9:30 if its not answered, it rotates Round Robin according to the business rule set up. We do not want them rotated until 30 min after we open, not the middle of the night.

1:ANY SALES LEAD THAT COMES IN AH, ONCE WE ARE OPEN THE NEXT SCHEDULED BUSINESS DAY, IF ITS NOT ANSWERED IN 30 MIN OF OPENING, WE WANT IT ROUND ROBIN ROTATED AS THE LEADS THAT COME IN DURING BUSINESS HOURS.
2: SHOULD BE ROTATED THRU ANYONE WHO IS ON THE SCHEDULE AND CLOCKED IN IF THE 30 MIN MARK IS HIT.
3: NOTIFICATIONS SHOULD BE JUST AS THEY ARE IN THE DEAL ACTIVITIES, ROTATED, BUSINESS RULES THAT CURRENTLY EXIST FOR DURING BUSINESS HOURS.

- Are there any specific team members or roles that should be prioritized or excluded from the initial lead assignment?
- Is there a need for any notifications or alerts to be sent to team members when a lead is rotated?
