Give managers the ability to turn on/off check out box

We have some employees that will for get to turn off their lead lightv (checking out) and others that have taken to many leads and should not be allowed to take more as they have to many past due and we cannot control their lead flow. Managers should be able be able to turn the clock in Red and stop the leads until further notice or for those that forget to clock in turn them on.
