Give Genius the ability to defer to sales for when customer requests a refund

Current Genius deposit setting is related to whether Genius will attempt to get a deposit from customer prior to engagement - there should also be an option for genius to defer to salesperson if a customer requests for a deposit refund instead of replying or suggesting that a sales user will assist them with the refund (Should not say sales will assist them with the refund specifically)
