Full Access to Service Leads for Specific Users

A group of people should have access to view all service leads that come through. It is currently set to show a service lead to someone who has access to service leads, but only if their name is on the customer card. John Smith puts a lead in through service and my dedicated team cannot see them because a lot of the time the they are not on the customer card. Therefor, the service lead is not seen.
