Duplicate Lead Notification if number or email is same, so monthly report %'s are correct

Sometimes leads are coming in and have duplicates but the system is not noticing it because the name is spelled different and/or in as a nickname for first name or middle name is attached to last name, for example. But the number is the same or email is the same. Can the notification go off for duplicate lead if any 3 - name number and email flag as duplicate? Once reviewed and not the same it can be ignored but duplicate alert stays on other deals for the other person to see. This way it is checked for active leads and the same customer is not actively working our dealership via internet and/or phone or come in on showroom and they get merged correctly by management on the first form of contact. This way monthly reports and %'s are correct on a much tighter daily basis!
