Automatically assign sales consultant from Previous Deals

System should offer first right of refusal to sales consultants who previously worked with customers on other deals. Final decision can have manager approval if need be, but the sales consultant who has sold them multiple vehicles in the past should be given the first shot to work with a customer when they come back in. Halt the system from allowing sales people to create a new lead that will show as "possible duplicate."

- Should the system notify the sales consultant when a previous customer returns, or only after they are assigned?
