Add Purchased Elsewhere vehicle to Garage without needing Vin

It would be helpful for Follow up on Lost Purchased Elsewhere customers to be able to add a vehicle to the their garage without having the VIN/Year/Make/Model required. If we want to re-market to those people using certain vehicle criteria we can't. That way the salesperson can follow up and see how that vehicle is doing.
